In 1993, pursuant to the partnership between the YMCAs of Saitama and Pangasinan, General Secretary Edlario E. Campos was invited to Japan to attend the Staff Exchange Program.

During the dinner discussions at the residence of the YMCA Saitama Executive Director, Akira Futagoishi, together with Holy Rosary College Instructor, Ramon Depusoy, views were shared about the less fortunate children in the Philippines, particularly street children.

They believe that "a better world can be achieved by providing a home for them". It was their resolution that a foundation be established in the Philippines to address this concern.

Thus, in January 1998, with the inspiring leadership of the Saitama General Secretary Akira Futagoishi and the dynamism of Pangasinan YMCA Directors Edlario Campos, Atty. Clarence Decano, Engr. Joseph G. Lo; Dagupan City Assessor Jose Sanchez; and Pangasinan YMCA General Secretary Maria Cristina Dalope, the Caring for the Future Foundation (CFF) was incorporated under Securities and Exchange Commission Regulation No. B199800089, while its license to operate the center was granted by the Department of Social Welfare and Development on July 2, 2001.
